I think junkrat gameplay should be more tactical and should reward skilled and expirienced players. the concussion mine would hopefully be used more to get people airborne and shooting them with the grenade launcher afterwards (even for other heroes). doing something like that would still take a lot of skill and would be quite risky no matter the situation the junkrat would still have to jump with a mine in order to get in range to hit a flying pharah i dont think someone picking a certain hero (such as pharah vs junk) should be enough to counter a skilled player

    make it so if junkrat airshots with his grenade launcher it would do extra damage (enough to one shot a pharah)

    give junkrat only 1 concussion mine again I think a really interesting thing to at least try out would be to: I really dont think that killing someone with 2 mines is that skillful so i think that should be changed. I really dont like the playstyle that junkrat brings in the current state of the game.
